As David Volek indirectly pointed out, all that we know right now is that Garland has not made any flashy announcements. We don't know what he is doing behind the scenes, and where investigations have led, and whether or not he is preparing prosecutions against higher ups in the Trump administration.
Remember how people (eventually on both sides of the political spectrum) dissed Comey for publicizing information about whom the FBI was investigating?
It's unfair to judge Garland's behavior right now based on what he has or has not announced. Unfortunately, with his low profile-approach we may not know until the end of his term in office how good a job he did or did not do in pursuing criminal behavior. And by then, if Garland has been either lax or overly cautious (a la Robert Mueller) it could be too late to put in place someone who would have more aggressively pursued justice.
