Interesting question. I certainly have heard horror stories from friends about broken needles and poor injection technique at pharmacies. On the other hand, from a public health perspective, we want vaccines to be administered to large numbers of people over short periods of time, and the insurance industry has pretty much wrecked the ability of most doctor's offices to substantially help in that capacity.
