Teva, the biggest generic maker of drugs in the world, had the US contracts for more than 80% of the Adderall market. During COVID they refused to pay their factory workers higher wages, knowing that would leave their manufacturing man power insufficient in the years ahead. That was the initial bottleneck in making enough Adderall. The problem wasn't increased demand (Teva wasn't even meeting their pre-existing quota), or supply chain problems. Even if the DEA had allowed it, nobody else in the US market had the capacity to make up for Teva's initial deficits.
