The two big factors controlling sleep onset are the circadian clock and the fatigue factor. Both are at their maximum (usually) at one's regular bedtime. So if those are aligned, yet someone is still having trouble sleeping, it is almost always because daytime arousal levels are too high. Cyclic sighing, or other similar breathing patterns, will help with shutting off arousal, and falling asleep.
